What can cause a PLARS set up to delay the ringdown? Go off hook and it waits about 20 seconds then rings down. I have them (2 numbers I am using) set up in a unique Partition and CSS so that they are not in the production partitions & CSS.

Number overlap will cause interdigit timeout and delay. Check your patterns and css and you'll find numbers overlap.
 
Even though everything is is a separate partition and CSS? I can't dial anything with this set up, why would it look at something in the Route Patterns that are for the production partition and CSS?

your blank TP however looks into a css doesn't it? Just trying to help out since this sounds like a configuration issue.
 
Yes it does. It looks at REDIRECT_CSS, in that it does have all the partitions, even the production ones. That explains it. Question though, if I create another CSS and call it REDIRECT_1_CSS and only put the partitions of my simulation numbers, will I still have that interdigit timeout? My easy solution is to simply change the numbers I am using and I will do that. I just want to better understand the interaction of everything so that I know....

so you create a pt called PLAR and a css called PLAR. Add the PLAR partition to the PLAR css and nothing else.
Put the phone that is to go off hook and autodial,to the PLAR css but a regular partition.
create a translation pattern that the pattern is blank and put it in the PLAR partition and a css that can access the phone you want the ringdown to go to.

If you still having issues with delay and it is set up as above, you can do the following:
Troubleshoot your dial plan and see where the overlap is and fix it (recommended solution)
OR
go to system params and lower interdigit timeout to say 2-seconds. this is a system wide change so not recommended but it will get you a quick fix.
