pc recording software

I have a small 3 seat call center the pc's are running windows XP SP2 the PC's are on a domain,
when logging in as a someone with "administrative abilities" the two programs I have tried so far work Ok as they should, However when logged in as "joe User" they don't behave the same, i.e. they don't record as they should

anybody know of a program that will allow joe user to record what is said as a wav or other audio file,

have you tried to allow access to the specific program folder to joe user?
Most programs of this nature are made to be installed by an admin acct but accessed by a regular user.

I did think of that and checked the directory where the program was and the folder where the recorded files are put with No differance
