pbx issue

hello

we have nortel cs1000m with 8 pri links the problem is seems to be when costumer calls he only get blank answer, no ivr announcment comes up, i traced calls and it seems all blank calls comes from same dch and loop, i disable dch and loop but now i get busy tone instead, what is the problem?
