Partner Voicemail Outcalling

I have a Partner Voicemail VS R5.0.
I turned on the Outcalling feature, set the allowed numbers (ie. 7325551212). I programmed at the extension the Outcalling feature to be Y and programmed the number to call (ie. 7325551212). It still does not work

What is wrong??
 
NEVER MIND....In reading through some of the past postings, I see I needed to have a 9 in the outcalling number. I did that and its works. Amazing how that seems not to be in the manual I have from Avaya....such an easy fix. Thanks for answering that in the past.
 
But it IS in the manual, and when you listen to the options under outcalling, option 3 is instructions on inputting your outcalling numbers.
 
Interestingly enough ... I just listened to those instructions again and it gives nothing about dialing a 9 first. It only talks about the # and *.
