Page adjustment question

I am currently working with a promo that requires me to put a booklet together. The cover wrap is 2/3 page overleaf on front and back page of wrap becomes back cover. What everything means is that when I make the first page of the booklet - the size is 2/3 of 8.5" ... however, the rest will be the regular size 8.5" x 11".

My question is do I need to save it (on file) seperately or is there a way that I can make first page layout size smaller and I can adjust the page size when I add another page?
