Whenever I double-click on my calendar in outlook it brings up the New Appointment pop-up. Is there a way to make that pop-up be a Meeting Request by default?

I can't think of a way off hand but if you RIGHT click on the calendar you can then select "New meeting request". Not exactly what you asked for but the same number of mouse clicks.
Someone else may know of a way to achieve what you asked for.
