Outlook 2003 Follow-Up Flag Problem

Hello All,

I have Outlook 2003 setup with an IMAP account. I am trying to use follow-up flags to set on my e-mail, but am having problems. All of the colors (red, green, yellow) are greyed out while in the preview pane and I can only select Red for a follow-up message when the message is fully open.

Has anyone experienced this and can you give me any indicator how to enable these flags?
