Offseting A Vector

Is there a function in Corel 9 that will creat an offset of a vector. This means it creates the same shape with a constant offset such as 1/4 inch. It is simple with a circle or square but not so easy to impossible with irregualr shapes.
 
If you mean outline either - outline - change outline to object - put to back - trim trim shape. (This is available in V10, not sure about V9) or use contour under effect tab.

It sounds more like what you want is to create a *duplicate* of the object a set spacing amount away from the original object. Use the duplicate command (ctrl-d) - the settings for the X and Y coordinates are on the Property Bar when you use the Pick tool and nothing is selected. You can also hit the + key on the numeric keypad to duplicate the object directly on top of itself.
