Not using a 9 with Fax machine issue 1

IPO 403 2.1.15 ( yes I know old). It has PRI for all calls out/in.

I have set this code before and had it work on other older systems but, I can't get it to work on this system and not sure if it the version. I have this set up under the user short code for the fax. I have also tried it on digital sets and have same results.. What am I missing???

I am getting a carrier error message when trying to dial out..

Thinking about it they will not be using dial delay count, so it will be the ; that is the missing factor
