no dial tone on IP phone.

Hi I am using an ESS setup with 8720 servers.

i have two sites. on one of the sites when the phones are not logged on ie they do not have an extension number you can still dial internally, but the other site you cannot , you do not get a dial tone until you log on an extension number. is there a setting that i can change in Locations to enable this.
