if you buy a new board the license should not be present, except if your provider already installed the license for you. If you get a board with an IPA number that does not match yours, ask your vendor for another board.

bc10 only supports NUI1 or IPU
since bc10 the license is burned/written in the main IPU or NIU.
o&m V24 or ethernet ports on IPU/NIU are licensed.
