(Newbie) How can I display two layers parallel?

How can I make a line (strength 1 px), and on it's left side is the stuff that happens on layer1 and on it's right side is the action on layer2?

Like a borderline...I want to make a scanner-laser thing that changes a picture into another one.
But I have no idea how.

Could you help me?
 
Trying to visualise exactly what you mean here....

If layer one was the border line... then layer 2 could be your left side and layer three your right. the border line would be a constant for the whole scene, scenes 2 and 3 changing when and how you wanted them too?????

You can do this with a mask.

Have the two images on stage on separate layers. Add another layer directly above these with a moving rectangular shape in it then convert this moving shape's layer into a mask layer (right click on the layer name to find this option).

As the mask moves it will hide one image and gradually reveal the next one.
