Network Region config for LSP

Could you pls kindly provide your suggestion on below issue I encountered? thanks in advance.

My company uses S8300/G700 LSP for each branch while all of the LSPs are registering on an S8710/G650 system located in headquarters. Each LSP sites has its own network regional and there is only one CLAN in each LSP's network region used for G700 registering.
To avoid LSPs share the resource with each other, there is no connection between each LSPs network region except headquarters. As each LSP sites hasn't their own voice mail, all LSP sites need to share the voice mail system with the headquarters, thus, headquarters's network region are separately connect to each LSPs'.
Meanwhile, each locations uses partition table for calls routing, after test, I found a big issue describes below occured in current system.
Once there is something wrong only with G700's primary controller (CLAN) while network connection keeps alive, all the ip phones in its own network region will register to next available CLANs in headquarters because their network region are connected, as a result, phones are alive, and can be used for internal calls, but they can not be used to make external calls, because LSP is coming up, and the G700 who lost connection with primary controller already registered on this LSP, although phones status are OK from the S8710 side, local trunks on that G700 are all disconnected as G700 already registered on LSP instead of S8710.

Is there anyone who can help on this issue? Kindly reminder that below 3 solutions can't be used in this situation.

1) remove corresponding config in ip-network-map to force the ip phones only to register on its own region's gatekeep list, because partition table is applied in current system config, once primary controller is down, phones will register to LSP while LSP server is always belong to network region 1 when it is up (*is there any way to force the LSP fall into specified network region like what we do in IP-network-map for ip phones?), all calls will be routed by ARS table configued for ip-network-region 1, wrong trunks will be selected which result in no outgoing calls could be made.

2) add public CLAN and configued it to media gateway controller list, this suggestion was denied because of burdget limiting.

3) add routing info into ARS used in locaiton 1(used for network reigon 1), this solution need to use time-of-day in COR to specified the route-pattern configed in partition table, pls be noticed that there are only 8 time-of-days could be use in partition table, so few in comparation with the qty of LSPs.
