Multiple Local Area Codes 1

Living in Phoenix, there are three local area codes. In each of the area codes you can dial the area code you're in plus seven digits, or you can just dial seven digits. If you're dialing one of the other area codes, you do not need to dial a 1.

Example: I am in the 480 area code. If I were to dial another 480 number, I can dial 480+nnx+xxxx or I can just dial nnx-xxxx. But if I were to dial 602 or 623 area codes, I need to dial 602 (or 623) plus nnx-xxxx.

With the scenario in mind, where in configuration do I tell the system to wait for 10 digits when dialing 602 or 623 and not to include a 1 because it's not a toll call.

you can actually enter the digits in ARS exactly as you displayed them above including the Access code (Although NNX should be NXX these days)
