Multiple cgi-bins and virtual hosts

I am creating a class in which I want each student to be able to go to their respective virtual host, upload their html documents and cgi scripts into their own directories and be able to execute their own cgi scripts. After I set up the virtual hosts, how do I set up the multiple cgi-bins necessary so each student can put their own scripts in their own cgi-bins? I'm using a Linux 7.3 box and apache 2. The default directories are:
apache2 - cgi-bin
- htdocs

Assume I create two student users, student1 and student2.
Do I create two directories under htdocs called student1 and student2 and make them the virtual document root? Do I also create multiple cgi-bin directories under cgi-bin in the same fashion? How do I make the cgi-bins usable if they wanted to execute a script from

BTW, my department has its own dns server (not my linux box). The public IP address my linux box uses is on a subnet of our departments network. When I set up canonical records for my virtual hosts, do I create the records on our departmental dns server or do I have to configure dns on my linux box?
