MS Front Page - Table Insertion Problem

I have a cell in a table and need to insert more cells within that. For some reason the cursor goes about halfway down the cell, and when I insert a new table it fills the bottom half of my original cell but not the top half. How can I move the cursor so that I can insert a table in the top of the original cell? ... it doesn't want to go up any higher!

Any tip would be appreciated.
