moss 2007 restore

I have a site that believe was deleted accidentally. I have the IIS site and the backup of the web app and content db from sharepoint back tool. but the web app and the content db on the sql server are missing. when attempting to do a restore the restore fails saying that the web app cannot be found. is the there a way to restore the site with just the sharepoint backup? do i just create a new web app with the same host header info as before then attempt to run the sharepoint restore?

after trial and error, and a little web searching, i created a new site collection with the old host header info. then i used the MOSS restore tool to restore only the content database. after the content database was restored in added it to the web app from central admin>application management>content databases.
