Monitor Process for CPU Inactivity

I was wondering if someone could send me down the path of enlightenment...

I want to start an application, monitor it's processes CPU consumption and finally quit that application or continue with next "job" when CPU consumption is "00"

There has to be a way...otherwise it's going to have to be a wscript.sleep script if there is no way to get at Task Manager's CPU usage info for any given application's "Image Name"

Could someone provide a place to start or a sample of some sort - I have been stuck on this booger for about a month now and just can't seem to find a place to start.
