Modular Messaging not accepting faxes from LSPs

My customer has MM (I think it's 4.x) at a main site connected via PRI. There are 3 LSPs hanging off the main site. One of the LSPs works fine and dandy, but the other two do not. When a fax comes in, the PBX send the "call" to MM, but the handshake never completes. I have the NRs set to fax pass-through. The path of the fax goes Local PRI->Gateway-WAN->Main site->Cover via PRI to MM. Any thoughts?

By the way, all PBXes are CM 5.x.

Look at the differences between the sites that don't work and the 1 site that does. I would mainly look over the connection path, WAN settings, IP codec sets, etc. If MM is taking the call and converts the call to fax, does that cause any of the call path to convert to T.38 (for the IP portion of the call)?
