I have numerous Microsoft 2000 clusters that are currently in a legacy NT 4.0 domain. I need to migrate the data/shares/resources/etc to new, updated servers in an Active Directory domain.
My basic plan is to build a new cluster on the updated servers from scratch in the AD domain and then move the data (SAN attached storage) to them.
Has anyone done something like this?

That should be pretty much the plan. You aren't really looking at a migration in the normal sence of the word. You just need to build a new Windows 2003 cluster and then move the storage resources to the new cluster.

Thanks for the update. I understand the basic idea, but the practice of it escapes me. How can I recreate the shares/resources/etc with the same names the easiest?

As far as I know there isn't an easy way. Last time I had to rebuild a cluster I simply took screenshots of the current config and typed very carefully.
