Sounds like it had an expansion in it, and it was removed. Either put an expansion card back in, or short out the capacitor, or connect a phone to each port one at a time until you find the alarm set, that will give you the option to perform a cold start.

This can happen when you pull out the fiber expansion cards so if you have those laying around try putting 1 or 2 of them back in. Otherwise like stated above, short the capacitor.
