Manipulating internet email header

I would like to write a VB program that will allow me to create additional header fields, above and beyond what is automatically populated by Microsoft Outlook. Is this possible? I will be running this on a computer that has Outlook but I would entertain other ways to do this without using a MAPI session. I really don't think it's possible to do this using a MAPI session but I could be wrong.
The header fields I want to add are:

X-Form_Name
X-Form_Topic
X-Subscription_Type
X-CreditClass
