It did. The reason being they didn't want someone voice calling a phone and then listening into a conversation that was happening in that office. By activating the mute button (unless hfai was enabled) it would allow the page without the caller being able to eaves drop.

Also, Starting in RELEASE 7 of the LEGEND, Bell Labs finally got enough money for the VOICE TO IDLE ONLY feature. So that carried over to the Magix.........
