There is no such "CONTENT" section to my Safari v2.04 preferences (most recent version running on MacOSX10.4.9). Is it possible you are running an old version of Safari (pre v1.2) that might have this preference option? Maybe you have installed a plug-in or extension for Safari?
I have never experienced any problem with using the <b> tag. If you reduce your font size below a threshold then there is no visible difference between normal weight text and bold weight text - and that may be what you are experiencing. Or it's possible you have set a user stylesheet that defines the font-weight style to be normal for the <b> tag... just a guess.
If it turns out to be a particular plug-in or extension, I'd be interested in knowing more about it (if only to familiarise myself with it).
