Lost Memory

When running IE5.5 my memory is used but is not restored when i shut down IE. performance starts out at 84 the goes down to 73 then 63. my system then want shut down. When trying to run defragement it tells me there is not enough conventional memory to run it. Looking for a patch to fix it with.
