lose dial tone on some lines when enabling reliable disconnect 1

I am fairly new to programming legends. However as an IT guy, I think I'm doing OK, thanks to this forum. I am trying to set up a CKE4 with 3 408 GS/LS-MLX, 1 008 MLX and 1 007 MLM from scratch. System works well so far. However as I have read here, to enable remote call forwarding I must enable loop start disconnect.

We have 8 normal POTS lines attached to the legend. If reliable disconnect is set to “NO” then all 8 lines are fine. Dial tone, dial out, no noise, and all lines in pool 70. However if I switch to “YES” then I lose dial tone on all but 2 lines, lines 802 and 807. When line testing from the MX20-L it waves me off immediately except on 802 and 807. Red light appears then disappears very quickly.

I believe this might be a CO issue. I physically swapped ports 802 for 801; I then got dial tone on 801 not 802. The problem moved with the line. If problem is with the CO, what do I tell them is wrong? The CO claims CO disconnect is automatically on all lines in my area. Could this be an incoming voltage problem? Your responses are appreciated. All lines are set to all loop start on all 408 cards.
 
My first guess is "LOW LOOP CURRENT".

If you have a VOM that can hanle Miliamps, then you could open one side of the line, put the unit in series with the open and then see what you draw when off hook on that line.

25 to 30 is good. Below 20 is bad.
 
Thanks Merlinman, I called the phone company for repair of the missing dial tones, and miraculously they now suddenly work on reliable disconnect. The phone company tech from Embarq claims they did nothing. But it now works and that’s all I care. maybe because I got them to put the words "low loop current" in the repair ticket, maybe that was the solution.

I must say you guys on this forum are awesome and I know I certainly appreciate all your time and responses.

I've got another question, but I won't hijack my own thread.
