Line stay busy

I have a avaya system that place in this orders. 308EC, partner messaging, and the 509 processor module. it works fine. I setup for auto attendant by letting caller hear the menu prompt before directing them to an extension with direct extension dialing.
My biggest problem right now is that i did some test call and when i hang up the line stay busy for awhile and then ext 10 start ringing eventhough i hang up already... so how do i resolve this.

Tom is asking who the carrier, LEC or local telephone company is.

He's asking about this because it appears that Far-End Disconnect not being provided by this carrier, LEC or local telephone company. Far-End Disconnect tells the local end (your end) that the other caller hung up the phone. It is the responsibility of the carrier to give this signalling to you.

What you are experiencing has all the symptoms of a lack of Far-End Disconnect.
