IPO 500 PBX Delay/Bandwidth Problem

Does anyone know how to compress the data coming out of LAN1 on an Avaya IPO v2? We have 2 IPO connected between an ATM circuit. We've only been allotted 50k so when I make a call there's a 1 second delay. For now we can't get anymore bandwidth because this circuit has other secure channels connected to it. Eventually next year it will be upgraded to an IP circuit and we won't have this problem. Any ideas?

This is pretty much a simple explanation of how we have the IPO network set up.

IPO1<--100mbs--> Cisco Router1 <--50,000kbs--> Multiplexer1 <--T1--> ATM1 <--T1--> ATM Cloud <--T1--> ATM2 <--T1--> Multiplexer2 <--50,000kbs--> Cisco Router2 <--100mbs--> IPO2
 
50kB .... what year do we live in? Use a G723 codec and MAYBE you can have a converstation but don't expect quality audio because that will be very poor.
