ip office can't call 331 area code

Short Codes setup [9]1331xxxxxxx, telephone field tried 1331N, 331N, 1N & N can't call number in the 331 area code.
There is an entry with [9]1xxxxxxxxxx and ld calls work fine. This is a PRI service and the system has been in service for many years.

IP Office 403 ver 3.2 - can't call 331 areacode

Unless the IP Office has a specific short code for 331 that it is using to block calls, I bet this is a provider issue. Does it take the whole number and then drop or does it stop you after you've entered 331? Is there a provider message that comes on or does it just drop?

Copy the [9]1331xxxxxxx ShortCode
Paste it, and change it to [9]331xxxxxxx then try again.
