International calls

Have a customer with loop start lines that can't dial international calls. Tested with test set at demarc and the call went through fine. Any idea why?
 
A little more information is needed.

What happens when they try to make International calls? Do they reach dead air or a reorder?

What mode is the system operating in (Hybrid/PBX or Key)?
 
They actually get a recording "You must dial a 0 or 1..." and I believe they are in Hybrid mode.
 
In Hybrid mode, the users are dialing 9 and then the number, and the ARS tables are completing the call. Start at the Operator's phone, access a line directly, and place a test call, to make sure the call will go through. If not, contact the carrier. Otherwise, print your ARS tables, and look for routing of 011 calls.
