Interface down question

Hi all,
I'm new working with cisco routers and would appreciate if you could clarify something for me.
If the "show run" and "show interfaces" state that "serial interface x/x is down, line protocol is down", then is that interface is completely disabled?
The reason i ask is that i am hyper-terminaling into a remote router which i believe should have something connected to one of its serial interface but both the serial interfaces are down. Is it possible to have sub-ports (or the like) defined on on a serial interface that still work even when the show run states the interface is down?

down/down is a physical issue (i.e. no cable plugged in either on your side or the isp side). if the interface said administratively shutdown then it would be disabled.
