installers not working on server

for some reason my Windows 2003 server is no longer launching installers when I click on ANY msi package, it acts like its going to launch then brings up the Windows Installer pop up window that you get when you feed a msi file the /?
I've tried reinstalling the latest windows installer to fix this to no avail. Anyone see this before or know of a fix as I kind of need to update softare that is on my server. yes the msi's work fine on other systems.

Since no one chimed in..

Had this issue a many years back but I can't remember the fix.

Try an "over the top" repair install of 2003. Never had a major issue occur from this type of repair.
