incoming email stuck in queue

I have win2k3 sbs premium edition server running exchange 2003. This system was shut down last night and everything was working fine (shut down for work on electrical system) When it was powered up this morning everything seems fine except users aren't receiving email. They can send email out, just not receive it. If I look at the queue, all the mailboxes show mail inside them but users cannot access their mailbox. Event viewer isn't show any errors relating to exchange 2003. The clients are outlook 2000, 2002, and 2003. Any clues to why this would be happening are appreciated.

Try restarting the SMTP service. I already had that problem before. Dunno what causes it.

Thanks. I ended up stopping the MS Exchange routing engine service, restarting smtp server, and starting the routing engine service again.
