Incoming analog line issue

I know this is not a PBX related issue, but since there are lots of experienced technician here, I need your suggestion.

I have a POTS line directly connect to a user's phone, this morning, user reported the line have an issue. When outside caller dialed the POTS line number, it kept saying that the line is not in service at the moment. But user still can use the line to dial out.

Anyone experienced the same issue and how had yours got resolved? Thanks,
 
Check to see if the line has been forwarded to a bad number
 
that is a telco issue and should be reported to them, and you are right in stating it's not a PBX issue!
 
The best part of a POTS line for a phone support guy is that it's the telephone company's responsibility. You don't have access (or permission) to the resources necessary to find the problem. The number is most likely set to forward to an invalid number, or it has been disabled for some reason. The best way to check is to call the number and listen for the broken ring tone that signifies a forwarded call. If you don't hear the call being forwarded, then the number has most likely been disabled for one reason or another.
 
You could dial out from the troubled line to a cell phone to see what number the phone really is - it might just be the numbers were mixed up... considering the user has dial tone from somewhere.

Yes, i made several tests for this line. Everytime I dialed out showed the original phone number.
For dial in issue, the complete announcement is
after a beep, then "I'm sorry, the number you dialed area code xxx-xxx-xxxx is not in service at this moment, no further information available" repeat and hang up.
