Imported Shared Borders/Background Disappear

Hello all. I would like to know why it is that when I import a web with a themed background and shared borders - that it doesn't appear. Then if I publish without making any changes, the background & shared borders disappear.

How do I combat this problem? Any advice would be appreciated. Thanks.
