ICT through VPN

Hello...we have two clusters at two seperate sites and are trying to connect them via ICT's and eventually a gatekeeper as there are about 12 other sites that we are going to draw together. All sites are firewalled and we need to open the IP/ports. We have voice connectivity between the two clusters on IP phones, however if we call to cluster 1 from cluster 2 and make a call out cluster 1's gateway we don't hear a ringback, the called party's phone rings, once picked up there is no voice, but the call is up. We are currently allowing the following IP traffic through the firewall:

Cluster 1 (Sub, Pubs, phone, and Gateway IP's) can hit Cluster 2 (Sub, Pubs, phone, and Gateway IP's) and vice versa

Cluster 1 phone IP's can hit Cluster 2's phone IP and vice versa

What would be causing this to happen???

The call-setup is done via specific ports. The call itself is in a specific range of ports. I thought in 32000 and above range. So in my opinion you need to open up the voice-ports in your firewalls to allow traffic from a specific ip-range to the other ip-range using those port numbers.

If I find the documentation about the port numbers I will post it.
