I can't Make Calls Out or Get Calls In

This is the denial event I'm receiving when attempting to place calls out over my PRI circuit. The circuit looks good, no errors and the D channels appears to be up but we can't receive calls in (busy signal) or make calls out. Any idea what this denial event may indicate?
I'm absolutely convinced it's the carrier but they as usual are giving me a hard time (it's the CPE, it's the CPE!).

Facilities were exhausted during rerouting.
bearer_cap is VOICE, VOICE BAND DATA.
No outgoing trunk queuing, or 0 trks, or DEXT, or Adjunct orig, or Administered Connection, or
QSIG Call Completion Ringout attempt. Queuing not allowed.
 
I can't turn on dial access for this type of trunk group. The PBX won't allow it.
 
I did attempt a call via the Facilities Test Call and received a denial 1455: far end TstLn nbr qry fail.
Any ideas?
It's acting as though all trunks in this trunk group are busy or occupied.
