how to make hyperlink using external css and item list

I am trying to render / display a XML document (it contains data) into web browser (this whole thing is using DTD, XML, CSS, XHTML) and I am using external CSS file for formatting; I have 2 problems and I need help, if someone can figure out how:

A. I am using list item and one list item has multiple lines, when it displays in browser, it put bullet in last line (see list 2 below) instead of first line (see list 2 below), it looks like this:

[ul][li]List Item 1: textttttttttttttttttttttttttttt[/li] item 2[/li]

List Item 2: ttttttttttttttttttttttttttttttttttttttttttttttttttttttttttttttttttttttttttttttttttttttttttttttttttttttttttttt
ttttttttttttttttttttttttttttttttttttttttttttttttttttttttttttttttttttttttttttttttttttttttttttttttttttttttttttttttttttttt
[li]ttttttttttttttttttttttttttttttttttttttttttttttttttttttt.[/li]

[li]List Item 3: texttttttttttttttttttttttttttt[/li][/ul]

Any idea how to put bullet in first line of multiple lines list item

B. How to make XML tag / text Hyperlink through external CSS file and my XML tags names are: <email href=….>, <picture href=….>, <otherlinks> NOY like <a>
Any idea how to make XML tags a hyperlink using external CSS file
