How to limit calls?

How do you limit the number of calls you can get at one time on one hunt group? (or all hunt groups)

A new program just started with the new stimulus money, and we're taking calls about it. We're getting overwhelmed by calls. We have a T1 with 23 lines/channels and all 23 are busy/full, with people in the queue. I can't even make an outgoing call.

The option I thought would solve that doesn't seem to be working. I have Queue limit set to 10 for that hunt group. However, it doesn't seem to be limiting the queue to 10.

When I think about how it's set up, I don't see how it could limit the calls. The first thing the callers hear is a message; "Thank you for calling us, please press 1 for English and 2 for Spanish." When they press 1, then they go into our MainEnglish hunt group.

Could someone tell me what to do to limit our calls? I think I want to do this; If 20 lines/channels are busy (10 staff talking to 10 callers, with 10 more in queue) then I want the 21st caller to get a busy signal.

You can always set some of the channels on your PRI as outbound only, this would restrict the number of inbound calls accordingly.
 
route the call initially to a group with vm enabled and point in vm pro the specific group "leave" action to the menu.
you can limit the numbers of calls to the first group, make sure to use the calls connected feature and not the calls waiting.
