How suppress section header in footer ???

I have a section footer containing a chart which is big and always forces a new page. However, since this is in the footer I don't want the section header to repeat on the next page. I normally do want this when the detail goes to a new page but not when the footer does.
How to prevent it. Access seems dumb at times like this.

One more thing. The last page of my report is always blank. It consists of the page and section header then is blank. I believe this is because the chart in the footer causes this. How can I prevent it?
