how does a submit button work..help

Hi I have found some javascript that is a form that asks people for their name and comments about a site. I have one question how does the submit button work? Does it open up and emailer program and they have to send it manually or does it auto send it to a specified email address in the code?

please Im reall confused any help would be great, if someone coulod give me a link to a good example Im sure I could figure it out.

When a form is submitted, the action attribute is read, and a the corresponding cgi script is called. This is the core of the functionality. This program is responsible for taking all the form information, checking it, passing it on, and responding to the browser, like thankyou messages etc.

Creating these programs requires programming in some server side language like PERL.
