Hi when connecting to an AP where there is no DHCP configured, how can I find out which IP address that AP has ?

ARP is not going to help me since ARP tries to find the MAC address when you have the IP address of the destination host on an ethernet.

Any suggestions ?

Connect the AP directly to your workstation. This may not always work. Many APs offer telent connections through a serial connection, or a USB connection, or at least a SNMP connection (you need the MIB file) to discover and set the AP properties.
 
If you've associated with an AP, your wifi client may be able to give you the associated AP's MAC.
