File permissions

We have setup folder security on all our folders. Most users save their data and the permissions on the file follow the permissions on the folder. There are a few users however, their files get only the Everyone Read & Execute permission.

We can change the file ownership en restore the correct settings, but any new file or change to an existing file results in the same problem.

Does anyone have a solution??

If I am understanding you correctly-
You need to set your permissions on top level folders and then click the advanced button and select "reset permissions on all child objects..." then you will have a security structure where a file created under top level folder "X" will inherit permissions from X even if it several levels under it.

What application and procedure is used to create/modify them?
If you create a new file with Notepad, is it the same?

What are the exact permissions you have set on the folder?

On the folder Domain Admins and System have full control, a Domain Local group has modify rights.

Resetting the permissions is only a temporary solution, new files still get the wrong permissions.
