ESN issue: not able to call any NPA 1313

Hello,
PBX-CS1K is set-up NPA-1313 and NPA-1804 with the same RLI.
Issue: Area code 313 is not sending number 9 to dial out

Please advise where to insert 9 for NPA 1313 w/out affecting NPA-1804 since its working

A LD80 trace will always show you the actual digits being entered, so unless whoever is dialing 1313 is using a speeddial/autodial and didn't include the 9, this person didn't dial enter 9 or the 9 key is broken on that phone (different TN than the one that dial 91804
