Duplicate DHCP problem

We have a 3300 MXe II with MCD 4.2 on a VLAN. Front end DHCP is handled by a Win2K3 server. Phones currently work fine, get their address from the 3300 as redirected by the options in the Windows machine.

Problem is, when we duplicate the settings exactly in another Win2K3 server (all options) with the exception of the server's IP address, the phones give back a NO 128 OPTION and take an address from the 2K3 server instead of being redirected to the VLAN and thus the 3300.

Looked up and down at all scope options, etc. and can't see any differences.

Any ideas?

Are you using option 125, if so did you create this option with the dhcp helper tool. I have seen this create the exact problem you are stating. The customer was using server 2008 DHCP mmc and this allowed option 125 to be just typed in and although it looked identical it did not work.
 
your inital temporary DHCP scope does not require any option other that MITEL IP PHONE 130 option and the VLAN and Priority this should then tell the phone to boot in the VLAN
When the phone broadcasts in that VLAN it should then get the 128 & 129 options from the voice phone scope.

Check the switch port. It must be setup as data only for the Windows server. Some better network cards will pick up the dhcp request coming from the voice vlan if the port is setup as tagged voice, untagged data, even if the server only has an address on the data side.
 
We'll take a look at the switch port setting and I'll let you know.
