Doing business through tendering

I heard a unconfirmed reports that the UK government requires tendering firms to formally register the business transaction and at the end of the year there is a tax levy on the SME that took up the job.

I'm not quite sure if it only applies to tenders that are from government sources (regional and national) or does it also include tenders that are issued by the general public.

Has anybody heard anyting of this matter and does it affect private sector tendering services?

I think you're talking about tenders issued by the public sector (not just local and central Government) over a given value. These must be registered with the Office of the European Union (possibly with a Prior Indicative Notice). A tender award notice must also be published through OJEU.
