I have run the delegate tasks wizard on an ou in active directory and allowed a user the ability to make changes to other user accounts. Do i now have to provide a shortcut leading to ad users and computers to allow him to carry out his delegated tasks? or is there another way?

Unless they have the snap-in, or log into the server to do it. That's pretty much it. Snap-in is pretty easy to load, but could lead to security issues if left unattended. RDP server login works, but adds a step. "6 to one - half dozen to another."
If you're really conscientious, load the snap-in locally and create a customized MMC console for them with only the abilities they need. But that begs the question: What exactly do they have the rights to do?
