Debian and apt get 1

I have a computer without an internet connection, and was looking at installing debian on it because of the packages.

Now my question is, before I spend the time or money getting debian, will the packages install off the 7 cds without an internet connection, or do I still need a connection to get the apt get command to work?
 
I usually use the netinstall method. Download a 'small' 30MB or so iso image, burn it, boot, and download what you need as you go.

The 7 cds -should- have EVERYTHING. Debian has got a package for just about everything worth running :) I don't think you would need an internet connection to install from the 7 cds, unless you went through the 'security updates' part of the install (which attempts to connect to security.debian.org and get updates).
