Custom Report - Open Times

I am trying to create a custom report in Crystal by Application. The challenge I have is to reflect the open times of each department (each are different).

The script in symposium sends the call to a closed message on time of day, (this is a single global message).

My question is this:

Is there an application stat which I can use to determine whether the application/department is open or closed?

We had a similar issue where our MI software didn't have an opening times parameter. We've set up a seperate closure application and route the call to a CDN. Then the stats in the application we report on show as call terminated.
