CUCM Line change

I recently swapped the extension on phones at two different sites. Now neither phone can dial out? So I deleted both uses and the associated phone. Rebuilt both user and Phone and associated them with the user nd phone. Still can not dial out. Phones can receive calls from outside and internally but that is it, not sure what I am missing? Any help would be appreciated.
 
Calling Search Space would be the first place to check.

I checked both phones and the calling party search space is correct for both users, The prime extension is also correct in user management, Still not sure why user that were switch can not dial out? Thank you for any help.
 
I would check DNA then to see. Theres all sorts of different reasons why it could be failing but DNA will show you.
